Avis A. Phillips
Manager
Avis A. Phillips is the sole voting shareholder and Chairman of the Board of Phillips Infrastructure Corp., a holding company with four wholly owned subsidiaries: Phillips Heavy, Inc., RowCon, LLC, Phillips Fleet, LLC, and Phillips Environmental, LLC. The Phillips family of companies provides heavy civil construction, right-of-way construction, and disaster response services on a national scale. She has spent a lifetime in the civil construction and environmental remediation industries. Through over 50 years of business experience, she has learned and continues to treasure the values of hard work and character.
As Manager of RowCon, LLC, Avis oversees the establishment and preservation of RowCon’s culture, basic business practices, and philosophies.
Jared Cormier
Vice President
Jared began his career as an apprentice lineman in 2001. His deep experience and proven leadership led him to found Northern Power in 2021, where he served as CEO and President until its acquisition by RowCon in 2025.
As Vice President for RowCon, he oversees all aspects of day-to-day operations, ensuring every project meets the highest standards of quality, safety, and efficiency.
Mike Ricci
Regional Manager
With over 25 years of experience in the renewable energy sector, Michael brings extensive expertise in strategic growth, organizational transformation, change management, and profitability. He is currently completing an Executive MBA with a specialization in Business Analytics at Hult International Business School.
Michael develops and implements strategic initiatives, resolves organizational issues, and ensures that all work meets company quality standards. He interfaces with clients and stakeholders on projects, oversees staffing and project management, manages budgets, and coordinates with estimating on strategic pursuits.
Shane Shepard
Regional Manager
Shane Shepard has been with RowCon since 2018, rising from Project Engineer to his current role as Regional Manager. After graduating from North Carolina State University, he began his career facilitating ROW clearing, reliability, and renewable energy projects throughout the northeast.
Today, Shane is responsible for developing and implementing strategic initiatives, resolving organizational issues, and ensuring all work meets RowCon’s standards for quality. He also interfaces with clients and stakeholders, oversees staffing and project management, manages budgeting, and coordinates with estimating on pursuits.
