Avis A. Phillips
Avis A. Phillips is the sole voting shareholder and Chairman of the Board for Phillips Infrastructure Holdings, Inc. (PIH), a holding company with four wholly-owned subsidiaries: Phillips and Jordan, Incorporated (P&J), RowCon, LLC, National Fleet Services, LLC, and P&J Environmental Services, LLC. The PIH family of companies provides heavy civil construction, right-of-way construction, and disaster response services on a national scale. She has spent a lifetime in the civil construction and environmental remediation industries. Through more than 50 years of business experience, she learned and continues to treasure the values of hard work and character.
Avis serves as Manager of RowCon, LLC in which she oversees the establishment and preservation of RowCon’s culture and basic business practices and philosophies. She reviews and authorizes the corporate strategic plan. She oversees corporate governance and monitors the pursuit of measurable company results and objectives. Avis selects the executive management team, establishes their base and incentive compensations, and provides critical and objective feedback. She conducts extensive business development efforts and oversees the selection and maintenance of key financial business partners. She receives regular updates from the key management team including bid opportunities and results, specific project results, contract disputes, safety and risk efforts and results, and capital expenditures. Ultimately, Avis is the final authority on all major business decisions of RowCon.
Wade Ninemire joined the Phillips Family of Companies in 2013. In 2018, Wade transitioned into the newly formed entity of RowCon, LLC. Prior to assuming the responsibilities of President, Wade performed the roles of Regional Manager and Vice President at another PIH entity, focusing on the power industry where his team performed right-of-way clearing and grubbing, mat hauling & placement, erosion control, and grading. Wade is responsible for developing and executing corporate strategy, and in doing so, works closely with the operations and corporate services teams. Prior to coming to the Phillips Family of Companies, Wade worked for a wind farm construction company, where he served as Construction Manager, Project Manager, and Director of Construction. Wade has over 17 years of construction industry experience and is a graduate of Texas A&M University where he received a Bachelor of Science Degree in Construction Science. Wade is also a graduate of University of Texas at Tyler where he received a Masters of Business Administration Degree.
Scott Moss joined the Phillips Family of Companies in 2001 and is currently the Chief Operations Officer of RowCon, LLC. Prior to assuming the role of COO, Scott focused on the oil & gas pipeline industry where his team performed right-of-way clearing and grubbing, mat hauling & placement, erosion control, and grading. Scott is responsible for group planning, safety, managing client relationships, business capture, management of clearing equipment, and group operations. He has over 25 years of experience in the construction industry, and is responsible for leading the operations of RowCon. Scott began his construction career estimating and managing highway construction projects. Scott’s ability to build and manage teams effectively, along with his diversified industry knowledge and leadership skills, have allowed him to evolve into a valued leader and mentor in the oil & gas pipeline industry.
John West joined the Phillips Family of Companies in 1996 and is currently the Vice President of RowCon, LLC. Prior to assuming the role of Vice President, John focused on the oil & gas pipeline industry where his team performed right-of-way clearing and grubbing, mat hauling & placement, erosion control, and grading. John is responsible for safety, managing client relationships, business capture, and group operations. He has over 29 years of experience in the construction industry and leads business development efforts and the operations of RowCon. John began his construction career building, estimating and managing highway construction projects and transitioned into the oil & gas pipeline industry in 2009. John is a graduate of the University of Tennessee where he received a Bachelor’s Degree.
